The abolished state standard AZS 941:2023, “Electronic Cigarette Products — General Technical Specifications,” applied to electronic cigarette products, as well as the substances and components used in them.

The Azerbaijan Institute of Standardization (AZSTAND), operating under the State Agency for Antimonopoly and Consumer Market Control under the President of the Republic of Azerbaijan, has abolished the state standard AZS 941:2023, “Electronic Cigarette Products — General Technical Specifications.”

Accordingly, pursuant to Law No. 338-VIIQD dated December 30, 2025, on amendments to the Tax Code of the Republic of Azerbaijan and the Laws of the Republic of Azerbaijan “On Tobacco and Tobacco Products,” “On Advertising,” and “On Restriction of the Use of Tobacco Products,” the import, export, production, storage, wholesale and retail sale, and use of electronic cigarettes and their components have been prohibited as of April 1, 2026.

In this regard, the abolition of the state standard AZS 941:2023, “Electronic Cigarette Products — General Technical Specifications,” was discussed by the Technical Committee for Standardization on Seed and Planting Materials, Tobacco and Tobacco Products, and Non-Traditional Food Products and Forage Crops (AZSTAND/TC 27), established on the basis of the Scientific Research Institute of Agriculture under the Ministry of Agriculture of the Republic of Azerbaijan.

As a result, AZSTAND removed the aforementioned state standard from the State Register of Normative Documents on Standardization and the State Fund of Normative Documents on Standardization.
