The new state standards have been adopted to ensure the safety of vehicles, strengthen the protection of drivers and passengers, and improve the quality of manufacturing in the relevant sector.

The Azerbaijan Institute of Standardization (AZSTAND), operating under the State Agency for Antimonopoly and Consumer Market Control under the President of the Republic of Azerbaijan, has adopted new state standards in the transport sector. The adopted standards were developed based on the relevant regulations of the United Nations Economic Commission for Europe (UNECE):

• AZS ECE 9:2026 (UN Regulation No. 9) — Uniform Provisions Concerning the Approval of Vehicles of Categories L2, L4 and L5 with Regard to Noise Emissions;
• AZS ECE 10:2026 (UN Regulation No. 10) — Uniform Provisions Concerning the Approval of Vehicles with Regard to Electromagnetic Compatibility;
• AZS ECE 11:2026 (UN Regulation No. 11) — Uniform Provisions Concerning the Approval of Vehicles with Regard to Door Latches and Door Retention Components;
• AZS ECE 12:2026 (UN Regulation No. 12) — Uniform Provisions Concerning the Approval of Vehicles with Regard to the Protection of the Driver Against the Steering Mechanism in the Event of Impact;
• AZS ECE 13H:2026 (UN Regulation No. 13H) — Uniform Provisions Concerning the Approval of Passenger Cars with Regard to Braking;
• AZS ECE 14:2026 (UN Regulation No. 14) — Uniform Provisions Concerning the Approval of Vehicles with Regard to the Safety-Belt Anchorages;
• AZS ECE 17:2026 (UN Regulation No. 17) — Uniform Provisions Concerning the Approval of Vehicles with Regard to Seats, Their Anchorages and Head Restraints;
• AZS ECE 25:2026 (UN Regulation No. 25) — Uniform Provisions Concerning the Approval of Head Restraints, Whether or Not Incorporated in Vehicle Seats;
• AZS ECE 26:2026 (UN Regulation No. 26) — Uniform Provisions Concerning the Approval of Vehicles with Regard to Their External Projections;
• AZS ECE 37:2026 (UN Regulation No. 37) — Uniform Provisions Concerning the Approval of Filament Lamps for Use in Approved Lamp Units of Power-Driven Vehicles and of Their Trailers.

The adopted state standards cover areas including the measurement and assessment of noise levels generated by M- and N-category motor vehicles under operating conditions; electromagnetic compatibility; door latches; steering and braking systems; safety-belt anchorages; the strength of seats and head restraints; external projections of vehicles; and the assessment of the technical characteristics and safety of filament lamps used in vehicle lighting equipment.

The aforementioned draft state standards were adopted by AZSTAND, within the framework of the implementation of the “National Standardization Program for 2026–2028,” based on a proposal submitted by the Technical Committee for Standardization on “Road Transport” (AZSTAND/TC 19), chaired by the Main State Road Police Department of the Ministry of Internal Affairs of the Republic of Azerbaijan, and have been included in the State Fund of Normative Documents on Standardization.
