The Agency’s leadership participated in discussions on expanding public-private dialogue, current challenges in the business environment, issues arising from the practical experience of business entities, and legislative requirements.

A special session of the National Business Development Forum was held with the support of the State Agency for Antimonopoly and Consumer Market Control under the President of the Republic of Azerbaijan and jointly organized by the Caspian Energy Club and the Azerbaijan National Business Association. The event brought together business entities operating in the food, freight transportation and logistics, construction, information technology, and other sectors.

Elnur Baghirov, Chairman of the State Agency for Antimonopoly and Consumer Market Control under the President of the Republic of Azerbaijan, and Telman Aliyev, Chairman and Group Chief Executive Officer of the Caspian Energy Club, delivered opening remarks at the event. Their speeches highlighted initiatives aimed at establishing open and constructive partnerships with entrepreneurs and emphasized the role of the business community in strengthening economic resilience.

It was noted that issues arising from the requirements of public procurement and competition legislation had been discussed on this platform the previous year. As a result of proposals put forward by entrepreneurs, the Agency’s existing regulatory practices, and discussions held within meetings of the Working Group on Eliminating Obstacles and Difficulties to Entrepreneurial Activity and Improving the Business Environment, established under the Economic Council of the Republic of Azerbaijan, a draft legislative initiative has been prepared to improve legislation governing public procurement. It was emphasized that the draft includes provisions aimed at increasing access to public procurement, simplifying procurement procedures, and enhancing competition.

In addition, participants were provided with comprehensive information on steps taken and results achieved in improving the regulatory legal framework in the areas of competition, consumer rights protection, quality and state assay control, modernizing infrastructure, and introducing digital solutions.

During the panel discussions, Jafar Babayev, First Deputy Chairman of the State Agency, Ilgar Hasanov, Deputy Chairman, and Tural Ismayilov, Chief of Staff, answered questions from entrepreneurs and provided practical explanations concerning matters within the Agency’s mandate, including their compliance with legislative requirements.
