The training provided information on current challenges in public procurement, procedural requirements, and oversight mechanisms.
A representative of the State Agency for Antimonopoly and Consumer Market Control under the President of the Republic of Azerbaijan participated in a training session on public procurement held at Nakhchivan State University.
The training brought together representatives of more than 40 public and private organizations operating in the Nakhchivan Autonomous Republic, including university staff. During the training, Nijat Khalilov, Head of a Sector at the Agency, delivered a presentation entitled “Key Challenges Observed in Public Procurement and the Agency’s Recommendations.”
The presentation covered the fundamental principles of public procurement and current issues arising during procurement procedures. Participants were also provided with explanations regarding the proper determination of the estimated price, preparation of tender documentation in accordance with legislative requirements, evaluation of suppliers’ bids, grounds for excluding suppliers from procurement procedures, submission of complaints, and the procedures for drafting procurement contracts.
Information was also provided on the proper procedures for participating in public procurement through the Single Internet Portal for Public Procurement (Etender.gov.az).
As part of the event, Nizami Almammadov, a representative of the Chamber of Accounts of the Republic of Azerbaijan, delivered a presentation entitled “Public Procurement Audit” and provided information on the oversight mechanisms applied in the relevant field.
At the conclusion of the training, participants’ questions were addressed through practical examples, and relevant recommendations were provided to support effective participation in public procurement processes.
