The newly adopted state standards are aimed at enhancing the safety and quality of construction materials, products, and structures, as well as promoting the application of uniform technical requirements across the construction sector.

The Azerbaijan Institute of Standardization (AZSTAND), a public legal entity operating under the State Agency for Antimonopoly and Consumer Market Control under the President of the Republic of Azerbaijan, has adopted 23 new state standards in the field of construction materials:

• AZS GOST 862.1:2026 — “Parquet products — Solid wood parquet — Specifications”;
• AZS GOST 17241:2026 — “Polymer materials and products for floor coverings — Classification”;
• AZS GOST 19804:2026 — “Factory-made reinforced concrete piles — General specifications”;
• AZS GOST 22551:2026 — “Quartz sand, ground sandstone, quartzite and vein quartz for the glass industry — Specifications”;
• AZS GOST 23671:2026 — “Limestone for the glass industry — Specifications”;
• AZS GOST 23118:2026 — “Steel structures for construction — General specifications”;
• AZS GOST 15820:2026 — “Polystyrene and styrene copolymers — Determination of residual monomers and non-polymerizable impurities by gas chromatography”;
• AZS EN 13986:2026 — “Wood-based panels for use in construction — Characteristics, evaluation of conformity and marking”;
• AZS ISO 21542:2026 — “Building construction — Accessibility and usability of the built environment”;
• AZS GOST 4640:2026 — “Mineral wool — Specifications”;
• AZS GOST 24099:2026 — “Decorative slabs based on natural stone — Specifications”;
• AZS GOST 30834:2026 — “Wallcoverings — Definitions and graphic symbols”;
• AZS GOST R 58760:2026 — “Mobile (inventory) buildings — General specifications”;
• AZS GOST 23499:2026 — “Sound-insulating and sound-absorbing construction materials and products — General specifications”;
• AZS GOST 8736:2026 — “Sand for construction work — Specifications”;
• AZS EN 508-1:2026 — “Roofing and cladding products from metal sheet — Specification for self-supporting products of steel, aluminium or stainless steel sheet — Part 1: Steel”;
• AZS EN 508-3:2026 — “Roofing and cladding products from metal sheet — Specification for self-supporting products of steel, aluminium or stainless steel sheet — Part 3: Stainless steel”;
• AZS EN 998-1:2026 — “Specification for mortar for masonry — Part 1: Rendering and plastering mortar”;
• AZS EN 998-2:2026 — “Specification for mortar for masonry — Part 2: Masonry mortar”;
• AZS EN 13369:2026 — “Common rules for precast concrete products”;
• AZS EN 13813:2026 — “Screed material and floor screeds — Screed material — Properties and requirements”;
• AZS EN 14351-1:2026 — “Windows and doors — Product standard, performance characteristics — Part 1: Windows and external pedestrian doorsets”;
• AZS EN 14991:2026 — “Precast concrete products — Foundation elements”.

The adoption of these state standards is aimed at aligning quality requirements for construction materials, products, and structures with modern requirements and standards.

The draft state standards were adopted based on proposals submitted at a meeting of the Technical Committee for Standardization on “Construction Materials, Products and Structures” (AZSTAND/TC 10) and, following their adoption, were included in the State Fund of Normative Documents on Standardization.

Note: These state standards are included among the reference standards for the technical regulation “On the Safety of Construction Materials, Products and Structures,” which is scheduled to be adopted under the “State Program on Harmonizing the National Standardization System with International Requirements for 2023–2025.”
