The event focused on strengthening cooperation between the state and civil society in public procurement, promoting public participation, and identifying opportunities for joint initiatives.

An event titled “State–Civil Society Cooperation in Public Procurement” was jointly organized by the State Agency for Antimonopoly and Consumer Market Control under the President of the Republic of Azerbaijan and the Agency for State Support to Non-Governmental Organizations of the Republic of Azerbaijan. The event was held as part of the Action Plan for the “National Action Plan for Strengthening the Fight Against Corruption for 2022–2026.”

Representatives of non-governmental organizations and other civil society institutions attended the event.

Elnur Baghirov, Chairman of the State Agency for Antimonopoly and Consumer Market Control under the President of the Republic of Azerbaijan, and Aygun Aliyeva, Chair of the Board of the Agency for State Support to Non-Governmental Organizations, delivered opening remarks.

The speakers emphasized the importance of transparency, accountability, and public participation in public administration. They also highlighted measures aimed at establishing a competitive and accessible public procurement system, strengthening public oversight mechanisms, and expanding cooperation with civil society institutions.

Fuad Mammadov, Chairman of the Supervisory Board of the Agency for State Support to Non-Governmental Organizations, and Jafar Babayev, First Deputy Chairman of the State Agency, also addressed the event. The speakers highlighted the importance of strengthening cooperation between government bodies and non-governmental organizations and enhancing awareness of public procurement-related processes.

A presentation on public procurement was also delivered, covering trends in procurement volumes, performance indicators achieved through electronic procurement, ongoing digitalization initiatives, the expansion of the functionality of the Single Public Procurement Web Portal (etender.gov.az), its integration with other government information systems, and the application of artificial intelligence technologies.

Representatives of various foundations and public associations also addressed the event, sharing their views on existing challenges in public procurement, ways to improve communication among stakeholders, and opportunities for joint initiatives.

The event concluded with an interactive exchange of views and a Q&A session on public procurement.
